Complaint Process for Out-of-State Students

The complaint process differs for students residing in states that are members of the National Council for State Authorization Reciprocity Agreements and states that are not members. As of July 2019, only the State of California and the Commonwealth of Northern Mariana Islands are not members of NC-SARA. For students residing in those locales, please refer to the procedures listed under “Students Residing in Non-SARA States” for guidance.

Students Residing in SARA States

As the designated portal agency under SARA, the Nebraska Coordinating Commission for Postsecondary Education (CCPE) is the agency that handles complaints about the University of Nebraska and has the ability to act on those complaints from students enrolled in online programs residing in SARA-member states. Though the final resolution of complaints will be through the CCPE, the student’s home state portal agency may also work with the CCPE to resolve the complaint. To view a list of SARA portal agencies, please view the NC-SARA States page.

Students who live in a state that has joined SARA (see map for participating states) should follow the procedures listed here to initiate complaints pursuant to SARA policy.

  • Follow your University campus' complaint procedure or file a complaint using either the EthicsPoint Reporting Tool or by phone 844-348-9584 (toll-free within the United States)
  • If the complaint can't be resolved at your University, file a complaint with the Nebraska Coordinating Commission for Post-secondary Education, the state SARA portal agency (address below)
  • If there are concerns that Nebraska is not abiding by SARA policies, appeal to the Midwestern Higher Education Compact (MHEC)
  • If there are concerns that MHEC is not ensuring that Nebraska is abiding by SARA standards, appeal to NC-SARA (address below)
